I have extensively used Blender as my primary tool for 3D modeling. For texturing I typically uses Substance Painter or Photoshop depending on the task at hand.
A set of chracters and style was created as pitch material for a co-op couch game "Rescue Rascals".The game was never made.
In PLANET ALPHA we very rarely used textures as a stylistic choice. Instead we painted vertex color channels and used those in our shaders and materials.
